This term refers to the group of people appointed to rule in Lord British's absence. It is rarely seen on-stage, but is typically said to include a character played by each shard's Event Moderator (before the Event Moderator program was ended anyway}, as well as traditional Ultima NPCs such as Dupre and Clanin.
On some shards it is called the High Council, and on some shards it is called the Ruling Council. It is also sometimes called the Ruling Council.
Regardless of the name, during the Summer of 2008 it was wiped out in a single, savage assault. See Hope for the Future.
