Amelia's Toolbox is a blessed Tinker's Tools quest reward.

Amelia's Toolbox can be obtained by completing the new player quest, The Right Tool for the Job, which is started by talking to Amelia Youngstone the Tinkering Instructor. She can be found in Springs N Things in New Haven.
Notes
There are two other Tools that can be earned via new player quests, Jacob's Pickaxe and the Hammer of Hephaestus. Of these, Amelia's Toolbox is the only one that does not regenerate charges. Instead it will disappear when fully used up (in the same manner as a standard tool).
