The Fishing Village is a location in the Ter Mur Facet. It is pretty much what it sounds like, and was not terribly noteworthy or exceptional until Act V of the The Awakening Scenario. At that point it became a quarantine area by order of Queen Zhah for a new plague that was unwittingly brought to Ter Mur by refugees from Ver Lor Reg, the Gargoyle City in Ilshenar. An aptly-named The Mysterious Healer appeared outside a laboratory in the Fishing Village, offering books on instructions on how to create cures for the disease as part of a quest.
