Andrew is a servant of the Shadowlords.
He appeared towards the end of Chapter II of the Warriors of Destiny event cycle. Through a portal in Moonglow, he would draw a character into his "office" in the Ethereal Void, and take control of them more or less completely. The character, Andrew would say, could not even breathe without Andrew's will.
Andrew would then give the character a Tarot reading, and offer him or her a choice: Join the Shadowlords, or die. Those who chose the former were given a Glass Dagger. Those who chose the latter were teleported back to Moonglow and killed in a single, powerful spell. (They could of course be resurrected.)
If a character did not join the Shadowlords, the card Andrew was always Death. Death in the Tarot is not, however, taken by most readers to always be literally death, but obviously that's what it meant to Andrew. The cards drew by those who chose Evil varied, but included The Tower.
