The Orc Chief Helm is a Champion Spawn Artifact, specifically a Replica. As the name suggests, it is an Orc Helm.

Like all Replicas, the Orc Chief Helm began as an item available as a reward from an EM Event. Rares collectors on message boards confirm that 2 versions originally existed, one with 30% Hit Chance Increase and another with 30 Hit Point Increase.

The Orc Chief Helm is light green originally, and has the following stats:

Self Repair 5
Hit Point Regeneration 3
Luck 100
Hit Chance Increase 30
Resists of 23, 1, 23, 3, 5
