Actually, at least 90% intensity is possible. Maybe more. Having seen e.g. the following stats on (different) turqoise rings is helpful for determining the limit:

  • LRC 18% (90% exactly)
  • Poison resist 14 (could be 90% rounded up to the nearest whole number?)
