Amelia’s Toolbox is a Quest reward for successful completion of The Right Tool for the Job New Player Quest, which is given by Amelia Youngstone the Tinkering Instructor, who is located at the New Haven Springs N Things. It looks like a reverse player-crafted Tinker's Tools.
There are two other Tools that can be earned via New Player Quests - Jacob's Pickaxe and the Hammer of Hephaestus. Of these, Amelia’s Toolbox is the only one that does not regenerate charges. Instead it will disappear when fully used up (in the same manner as a standard tool).
