A series of new player quests provides you with basic skill functionality. You can do them even if you are not new player, however only once. If you accept such a quest you can seek a accelerated skillgain region, where the skill is increased faster (0.2 - 0.5 per gain). While under the effects of an accelerated skillgain you cannot purchase skill points from NPCs.
The New Player Quest reward items are blessed and often contain skill bonuses that apply to the skill objective of the quest. Currently, the resale price for these items is curiously high.
