It was part of the early Solen events.  You purified water for one of the Solen Queens.  In return, pulled back the overland Solen spawns.  On most shards, I'm pretty sure it's only "infiltrators" that spawn overland.  Those are Solens from the rival "tribes."  (One in Tram, one in Fel.)  Obviously, the Black Solen Queens can't stop Red Solen Infiltrators, and the Red Solen Queens can't stop Black Solen Infiltrators, but they CAN, and did, stop their own soldiers.  [[User:Galen|Galen]]
