Phillip's Wooden Steed is a decorative item classified as a Traditional Minor Artifact. It can be obtained by either killing Paragons/Leviathans, or by extracting chests located via Level 6 (Ingeniously Drawn) or Level 7 (Diabolically Drawn) Treasure Maps.
It will make a noise when people step near, as long as it is locked down and enabled via the context menu.
Although previously thought of more as a wooden spoon among artifacts, Publish 57 gave it somewhat more value by making it a component of the Hitching Post (replica).
