The Gargish Document - Access to the Isle is one of the quest items of the quest Journey to the Athenaeum Isle. It can be found on the corpse of Minions of Scelestus inside the Athenaeum Isle.

By order of Queen Zhah, access to the Athenaeum Isle is strictly forbidden.
All bridges are to be destroyed and all portals will be closed. Only those with the Queen's direct order and dispensation may step foot on the isle.
