Dexter the Royal Mage can be found inside the Castle Britannia and gives out the Ranger of the Abyss Part 1: A Light in the Darkness quest.
Before his appointment to the post of Royal Mage, he was apprentice to Kronos and hasn't been seen since the catastrophic events in Moonglow.
