It is a decorative item acquired at Spring Fever event exchanging 3 Curiously Adorned Eggs to the Horticulturist in New Magincia Garden Beds. After clicking on it, the item is destroyed and player will receive a small or tall (it was random) decorative hedge. Developers released them again at Counterfeit Commodities but they were 'shardbound'.
