It is a decorative item acquired at Spring Fever event exchanging 20 Curiously Adorned Eggs to the Eodonian Parrot Breeder. After clicking on it, the item is destroyed and player will receive a parrot. Developers released them again at Counterfeit Commodities but they were 'shardbound'.
