It seems to me that if anything should drop the "Stolen Ring" needed for the Token of Love quest it should be Chiikkaha... Perhaps the lack of Weaving scrolls is related...
Ceruleus, in your tests yesterday did you see him drop any other ML stuff, like elf armor and so forth?
Could be his loot table is completely broken...
