Scalis the Enforcer is one of two boss-level monsters introduced with the Adventures on the High Seas expansion. He is said to be tougher than the Slasher of Veils in terms of difficulty. He was the first monster revealed with the Adventures on the High Seas expansion.
Scalis can be summoned by tossing a 
Fabled Fishing Net into the water that either pull up Sea Serpents, Krakens and Leviathan or Scalis. Cannons on your ship can also be used against Scalis. He can both damage your ship and toss eels on board when ranged attacks are used from a distance against him.
