Shatter Potion is the reward of the quest Desperate Measures given out by the Ophidian Bounty Collector for those who have more than 2000 loyalty points towards Ophidian side during the In the Shadow of Virtue - Rise of the Bane Chosen.
When used against a player, there is chance for it to destroy a random potion in the player's inventory:
Player's shatter potion destroys a potion in your inventory.
