A Scrolls of Transcendence Book is one of the reward options from a Holiday 2011 ticket which were introduced with Publish 73. The book is Blessed and needs to be locked down in a house in order to add scrolls to it. Each book can hold up to 300 of any type of Scroll of Transcendence, regardless of skill or size. To add a scroll, just drag and drop the deed onto the book. To remove a deed from the book, click on the "drop" button (▼) next to the deed in the skill list.
