Have you ever noticed the large, empty Counselor's Halls that are located in most major cities? Well, they used to be filled with counselors. A counselor was a player volunteer who served as both a community liason and the initial level of in-game customer service.
Community Liason
Counselors served a crucial function by providing live, in-game assistance to new
Customer Service
Current in-game customer service/technical support is provided quite differently than in the past. [Circa Fall 1997] Calling, or paging, an in-game game master (GM) in the past did not put your request for assistance into the queue for an actual GM. Instead, your request went into a pre-queue, if you will, that was answered by a player volunteer, or counselor. If the counselor was unable to resolve the issue, then your request was transferred to the actual GM queue.
Counselors were of limited ability
They could not teleport anyone from one place to another, except to jail.
They could not offer items to you.
They could not access any player data that is kept online in the servers.
They could not stop the creatures that are attacking you.
They could not physically stop players who are attacking you.
They could not tell if a server will go up or down or whether there's a wipe or not (unless we are informed of it).
They could tell you roughly where you are if you are lost. They could help you with most general questions about gameplay, especially (particularly) if you are a new player. They could report your problems to Origins in our report to them. They could transfer you to a GM provided you are in our queue and you are the "call" we were summoned for.

Revolt in Britannia: UO Counselors Sue Origin and EA IGN Staff - September 20, 2000
A group of Counselors filed a class action lawsuit in a "Colorado district court" [check this, i bet it was a federal district court in Colorado, and not a Colorado State district court] on September 19, 2000. In their claim, they demanded "damages equal to three times Plaintiffs' unpaid minimum wage, and/or Plaintiffs' unpaid overtime compensation, as the case may be, attorneys' fees and costs, and injunctive relief," claiming that Origin and Electronic Arts were in violation of the minimum wage and overtime provisions of the federal Fair Labor Standards Act and the State of Colorado's Wage Act.
