The Luna Lance is a Lance obtained in one of three ways. The killing of Paragons or Leviathans gives a chance to have one appear directly in your backpack, depending on your Luck. It can also be earnt by following Level 6 (Ingenious) Treasure Maps.
As of Publish 21, the Dismount attack for lances functions in a different way to other weapons. It may only be used while mounted and riding against characters who are also holding a lance. Dismounting in this manner will not inflict fall damage on the opponent.
