Jacob's Pickaxe is a quest reward for successful completion of The Delucian's Lost Mine New Player Quest, which is given by Jacob Waltz The Mining Instructor who is located at the Mountains near New Haven.
Though it has but 20 uses, it will regain about one charge every five minutes. Note that it will not replenish charges if you burn it down to 0 charges.[1]
Note that Mining Gloves can be used to take your total skill above 100, but not if you have Jacob's Pickaxe equipped.
