Zombie Skeletons are part of the generic October Halloween special added activities. They are enhanced (more difficult) bone knights.
During the month of October, when you die, there is a chance that your 'Zombie Skeleton' will appear in any of the city graveyards, they may or may not have a character name.

Special Loot
There is a possibility to find special loot of a bone container with the skeletons name on them. These bones can come in different hues.
2024 - Bone container drops were exchanged for new Decorative Skulls which come in three different styles & multiple different hues
