Ortlem the Mystic can be found at the Mage Shop in the Royal City, Ter Mur. He gives out A Mystic's Journey quest in which you need to obtain 100 Dragon's Blood and 100 Daemon Bone to get a Crystal Ball of Knowledge as a reward.
