The Echo Staff is a Black Staff, one of the possible random awards for defeating the Dark Knight.
It has a special effect that can be activated by double-clicking the staff when it is equipped - Targeting a tile then causes three lightning bolts to strike that location. These are only visible when using the Kingdom Reborn client, but still audible using the 2D Client.
The first strike deals 11 damage, the second 5, and the third 2. The item cannot be recharged and, despite official notes, there is no cooldown time between uses.
